Sim, você pode... Primeiro instale o Pydroid 3 da loja play e instale o pacote jupyter nele.

• Abrir o pydroid 3>abrir 'pip' a partir da barra de menu à esquerda > in 'procurar bibliotecas' digite 'jupyter' > role e encontre-o > clique em install> aguarde que ele seja concluído.
