Em uma conexão sem fio você tem duas partes comunicantes. Se a conexão envolve um telefone celular, então um dos parceiros é a estação base móvel (BTS, também conhecido como "torre celular"), o outro é o telefone celular).

Transmissão de sinais entre os dois parceiros comunicantes ocorre usando Radiofrequências (RF), agrupados em bandas de freqüência. Uma banda de frequência é uma gama de frequências electromagnéticas (de - até) que é reservada para esta comunicação. As partes estão enviando ondas eletromagnéticas para frente e para trás. Elas têm de concordar previamente, se quiserem transmitir simultaneamente de ambas as formas (o que se chama Duplex) de se quiserem revezar na transmissão (chamado halff-Duplex). Um link de comunicação Simplex é onde o direito de transmitir é reservado a apenas uma parte. This is true for TV and FM radio signals.

Then they have to agree a lot of other things:

• how to encode bits in electromagnetic waves (ie. change the status of a wave so that the receiving party can assign a value to the status)
• How to bundle those bits into packets (or rather: transport blocks)
• how to correct transmission errors (a very important part of the business, because wireless is very error-prone).
• How to regulate the access to the medium (start/stop signals)
• How to acknowledge the correct receipt of a transport block

On top of this all regulations have to be done that apply to communication links (internet) in general:

• authentication
• addressing and routing
• end-to-end control
• congestion and loss of connection detection and avoidance

All this is regulated in international standards under the supervision of the International Telecommunication Union.
