Does custom ROMs receive updates?

That's depends on

3. Developer

The order has no priority or importance by its top level.

The primary thing is the phone that you are using.If you are using a popular and developer friendly phone, surely..there will be more number of developers who use the phone and will likely take the initiative.

These are famous builds and have a good admin developer team that build the source ROM (mainly for nexus, pixel,)and other developers can take up the process of creating ROM for their own phone from their source.(they are called as maintainers of the particular custom ROM for the particular phone)
